In a DMS library, force one attachment per document at the library or class level

To avoid a control workflow, and to deal with a non volunteer document saving without any attachment, some of our admins are asking if the attachment could be forced as mandatory (as for the metadata) by the library admin in some cases (at the lib or probably better at the class of documents level)
