"Add A Comment" feature - Provide option to trigger a notification

Close the Add Comments feature gap in AODocs.  At present, comments entered on an AODocs document are essentially passive. Although we provide they ability to comment, the information is of little value unless the document creator is aware it exists. 

The goal: Provide the option to trigger a notification automatically when someone comments on an AODocs document.

**This request is NOT to be confused with the workflow commentary which can be injected into emails. Thank you in advance
