Documents in different libraries that point to the same attachment

I have several documents that I am duplicating in uploading to more than one library. However, I want it to be that when there are updates in one, these updates will also occur in the other.

The use case is for example, I have a QMS library, where risk assessments are completed. I have a Design History File library that also needs to contain these risk assessments.

The request is that these documents can be set up in both libraries, however the attachment both point to the same document in the Google drive, so that when the document is updated in one, these updates can be seen in the other and I don't need to upload the document twice, thereby missing some updates. This will also allow users who only have permissions in one of these libraries to have access to the attachment (setting up a relation therefore has it's limitations in this instance).
