Set default to expand or collapse sub-categories in Views

Current Situation:

When using the Browse by Category feature in Views and certain categories having sub-categories, they are defaulted to be collapsed.  See screenshot #1 below.

Proposed Situation:

Allow the Administrator the ability to determine the default setting of expanding or collapsing sub-categories in a View.  See screenshot #2 below.
