Make "See only my libraries" toggle remembered

When your user is an AODocs super administrator, by default you see all libraries. There is a toggle to only show libraries your regular user has access to, but this setting is lost every time you log in. There are two parts to this request:

1. Make "See only my libraries" the default setting, or at least make this setting that can be checked for all users.
2. Remember the setting on a per user basis.
