Allow Document Library to have email moved to folders with Smartbar

Currently according to this article the Document Library does not allow messages to be moved using the Smartbar to subfolders.  It only will allow the messages to be moved to the root folder.

Grant the option by the administrators of Document Libraries to allow documents to be moved to subfolders using the smartbar.
