Published Documents Visible to Contributors/Viewers when going through revision

In Document Managment, when a document is being revised, the current published version is removed from the published view, so users of the document can't see it until it completes the new version workflow.  This is problematic since a document may be on the revision workflow for multiple days, but production still needs access to the published document until the update gets approved and replaces the published version.
