Publish to the Web feature in Google files

We would like users with edit access to be able to use the File > Publish to the web feature in Google files.

Our user who requested this feature asked for it on a document stored in a Document Management Library, and as such couldn't use the inbuilt publishing in Folder libraries.
They also desired some of the advanced features available in the 'Publish to the web' dialog.

Since people with edit access are able to use the 'Publish to the web' feature normally, our user expected this behavior.
