Ability to retrigger a workflow after it completes the first time

Need to have a way to incorporate check-in/check-out with workflow. A typical use case we get is when there is a workflow that requires a document to get approval before it is published. Once the file is "approved", a check-out (post-approval) we should be able to trigger the workflow again before it can be checked-in again.
