Ability for non-administrator Users of a Secured Folder to create folders in a specific location

We would like the ability for non-administrator users to be able to create folders in specific locations & "lock down" other folders so only administrators can create.  Thanks

    Customer has volunteered to trial this as a pilot project if there is plans to introduce this feature.

    I have also been asked if there is a way that we can prevent users from creating folders.
